IOUDAIOUS TE KAI hELLHNAS (Rom 3:9)

It just occurred to my mind what would be the proper parsing of
IOUDAIOUS TE KAI hELLHNAS.

In the case of English "both X and Y", the following bracketing
seem correct:

(1) [ both [ X and Y] ]

That is, "both" modifies "X and Y". In the case of X TE KAI hELLENAS,
do we have the following?

(2) [ [ X TE] KAI Y ]

In this case, TE modifies only X.

Any comments?
