Romans 8:28 And we know that all things work together for good to those
who love God, to those who are the called according to His purpose.

My question involves the relationship between TOIS AGAPOSIN TON QEON and
TOIS KATA PROQESIN KLHTOIS OUSIN

Is it possible that TOIS KATA PROQESIN KLHTOIS OUSIN is not simply an
identical restatement of TOIS AGAPOSIN TON QEON? Is it possible that TOIS
AGAPOSIN TON QEON is a subset of TOIS KATA PROQESIN KLHTOIS OUSIN or that
TOIS KATA PROQESIN KLHTOIS OUSIN describes an attribute not exclusive to
TOIS AGAPOSIN TON QEON?  Now I realize that this can quickly become a
theological discussion, but my question is grammatical. Is there any
significance to the location of these to phrases? It seems to me that the
discussion has been about those he has been urging to suffer with Christ,
those who would be joint heirs and receive joint glorification. I would
identify them with TOIS AGAPOSIN TON QEON. He then reminds the readers of
certainty of their future glorification by reminding them that they are
of TOIS KATA PROQESIN KLHTOIS OUSIN, a statement about all children and
heirs (note chain of 29-30). If it is true of all, then how much more so
(or at least as much so) of  TOIS AGAPOSIN TON QEON. If this is possible,
the idea (note I did not say translation) of the verse might be:
And we know that to those who love God all things work together for good,
these are of those who are called according to plan.
or
And we know that to those who love God all things work together for good,
who are called according to plan.

I am trying to avoid the appositive in English.
