Alright, it seems that Douglas' suggestion (forwarded below) is a more
personal -- and probably more persuasive -- way to go:

You know, I'm thinking: is the idea to persuade Debsey that a Dolly
Mixture reissue is called for? I bet if someone (you?) would
volunteer to collect them, a few dozen short, heartfelt notes from
individual people, with email addresses, collected into a single
message and forwarded to her, would do way more good, and seem way
more affectionate, than a petition with a zillion names on it...
