The stunnel SSL certificates had expired. I've generated new ones and updated
the Wiki page at: http://wiki.sourcemage.org/PerforceStunnel with the new
values. Once you've updated your stunnel configurations with the new certs
things ought to return to normal.

Note the '30 second delay' problem is probably DNS related - perhaps with
reverse lookup of your own IP addresses. If so, it'll probably only happen
with 'p4 info', and maybe 'p4 submit'. I don't think any other commands do
reverse lookup.

If that doesn't solve it, it's probably best to contact me off list with all
the details and we'll figure it out.
