I think we should prevent init scripts from being installed outside of the
smgl system. I suppose if the script works, then we could let it go, but
most likely it'll install to /etc/init.d and possibly create symlinks in
the rc*.d directories.

The main problem with letting them install, is that some packaged init
scripts expect a functions script (in varying locations: /etc/rc.d,
/etc/rc.d/init.d, /etc/init.d). Another issue is that different scripts
may depend on different tools (ps, pkill, kill, killall, etc), yet not all
of these are part of the basesystem.
