While we have only two federal jurisdictions in Pennsylvania, Valley Forge
National Historic Park and the Allegheny National Forest of any size and
some smaller historic sites the rule is rigorously enforced at Valley Forge,
although not posted at the entrance to park trailer facilities. It has been
mentioned in published reports concerning the Allegheny forest. There are
no exceptions made for any purpose. There is another consideration, not all
federal property is marked and not all boundaries are published. There are
extensive in holdings (private or non-federal land owners) within the
boundaries of these areas and you may be riding or driving across seed free
boundaries without knowing it until afterwards.

The other point raised, manure, is covered in most states by a "nutrient
management plan" which is designed for each site to control phosphorous and
other water contamination. These usually do not apply to temporary
facilities due to the amount of time needed for approvals. They do apply to
barns, campgrounds, and may result in no riding zones around reservoirs or
surface water sources. The Montgomery County (PA) Equine Council recently
paid for signs to be posted around a reservoir where the county owned the
land and the water company owned the water.

It is often easier to get health certification and vehicle restrictions
waived to cross state lines on a mission, or even for training runs, than it
is to get seed free areas waived, particularly with the feds. If official
acts are exempt, does that mean the patrol horses in those areas are exempt?

Yes, MSAR is exempted by the executive order that applies to National
Forests.
However, local resource managers can make their own rules. I am asking if
any
of you face a situation where local rules are an obstacle for you.

Note that the exemption applies to MSAR in performance of official duties.
To
me, official duty means missions, not training rides.
