Mission Plan –Urban League Lincoln Day Parade, Tuesday, 2-12-08

 

Event Summary: On Tuesday, February 12, 2008 The Union League of Philadelphia will celebrate Lincoln’s Birthday with a public event consisting of oratory in front of their building, a luncheon, and a parade of Civil War era re-enactors from their building to the Lincoln Memorial at Lemmon Hill and the Kelly Drive via the Benjamin Franklin Parkway.  There will be more oratory and a memorial salute at this location.  Participants are invited to return to the bar afterwards for rewarming. There will be bus transport from Lemmon Hill back to the building. Designated drivers will be selected. 

 

SEPASAR Mission: SEPASAR is to provide safety personnel to accompany the marchers from the League to Lemmon Hill.  These personnel will be at least 3 teams of mounted, either flank and the rear, and a team in a vehicle positioned as needed.  SEPASAR personnel will provide over watch, internal communications, and will respond to incidents as needed to provide first aid, safety, and parade animal control.

 

Route: From the Union League at Broad Street South and Monrovia the parade will progress via Samson to 16th Street North to the Benjamin Franklin Parkway (NW).  There may be a brief stop at a Lincoln Statue just past Logan Square at the 21st Street side of the Franklin Institute.

 The route continues out the Parkway, past Eakins Oval and the Art Museum to Kelly Drive and then to the Lincoln Memorial at Lemmon Hill.  This is scheduled to be a mid-day, weekday operation during a work day.

 

SEPASAR Communications: SEPASAR will utilize VHF channel 7 (Montgomery County Hi-Fire 3, simplex) as the parade channel. Past experience in the area indicates that sufficient range can be maintained with this equipment and this channel is not in use in the area.  For backup there will be 2 cell phones in the trail vehicle,  and an On-Star digital emergency response unit as well. A Montgomery County compatible 800 MHz trunk unit will be available in the trail vehicle and with one of the mounted teams (Chief and Assistant 3000). VHF radios will be distributed at the League end of the parade and collected back at Lemmon Hill.

Firearms: Re-enactors will be carrying either antique or reproduction Civil War era muskets, rifles, or swords.  Unlike modern weapons these will be black powder, muzzle loading, percussion cap pieces or early repeating designs such as the Spenser or Henry, with the single shot Sharps also being available.  The re-enactors are responsible for safety but be aware that these weapons are never safe if the hammer is back or a percussion cap is in place. It is possible to double charge these weapons as well –a powder charge may not ignite or the user may not fire the weapon before reloading. There is no easy, visual way, to tell if a muzzle loader is loaded SO ALWAYS ASSUME THEY ARE LOADED.   The only live blank rounds should be in the saluting pieces and none of the other weapons should be loaded at any time.  Percussion caps are small, copper clad devices that fit over a nipple on the weapon and are struck by the hammer to ignite the powder in the weapon.  They are not safe once they have been dropped or hit without detonating. They are the equivalent to primers in modern center fire ammunition. Contact: tbd

 

City Police: There are supposed to be 2 radio cars assigned to the parade itself. An additional detail is to secure the area at Lemmon Hill.  Contact: Capt. 9th District, Wilson

 

Parking Authority: The curb lanes on Broad Street from Chestnut south to Samson Streets are supposed to be kept available for loading and unloading the horses. This is in front of the Land Title Building and League building.  Lemmon Hill Drive is also supposed to be reserved for trailer parking and reloading after the parade. Contact: tbd

 

OPERATIONAL CONCEPT: The SEPASAR mounted units are to be transported by member’s horse trailers to the start of the parade route on South Broad Street.  It is anticipated that approximately half of the horses will share trailers.  After unloading and tacking up the drivers of 3 rigs at a time (perhaps more) will relocate their trailers to the end of the parade at Lemmon Hill.  The trail vehicle returns the drivers to their mounts at the start of the route.  The limit is based on seats available in the trail vehicle and if more vehicles are available more trailers may be moved at a time.  The trailers will be secured and the Lemmon Hill detail of the city police will be in place as well. The parade will leave the Union League between 1 PM and 1:30 PM. If you are more comfortable with unloading and tacking at Lemmon Hill and then riding down to the League this is doable if we know that you will be doing this.  The route will be barricaded that morning and will be usable to go to the League.  We will establish an accountability point and a radio distribution point at Lemmon Hill for those who want to follow this plan.  

 

The order of march is lead police unit, the Colors, carriages with footmen, infantry and civilians, trailing support units. The lead carriage driver will be Lori Homer of Oreland with a black Morgan named Ebony.  Bernard Homer will be her crew. 

 

As the parade moves out SEPASAR units will fall in place at the sides and rear of the marchers. On reaching the end of the route the horses will be loaded into their trailers, out of the weather.
