What gets my attention is they are ammending the "Horse Protection Act" by
changing the funding from $500,000 to $5,000,000. And they always name
these bills to obscure the real intent. Horse protection is the last thing
they are interested in, I'm sure.

And mixing soring in with transport issues is another part of the
obfuscation.
