There is a ramp in the trailer that can be raised and lowered.  These units are loaded at truck docks and cattle chutes so the process starts at the trailer deck height, just like railroad cars.  The loading problem is to get enough weight low in the trailer to keep it stable and nobody weighs the horses (or cows or pigs) going in.

Or someone, can you satisfy my curiousity regarding the Illinois truck wreck...just how were those horses loaded onto that double decker?  Were they on the top deck and if so, what type of facility would be needed to load and off load those animals?
