Previously in the thread, "Propose to your local AHJ", I
mentioned the importance of investigating the needs of the
AHJ to which you want to provide MSAR resources. In some
states, that investigation is easy, because relevant data
is reported annually on the web. See for example Oregon:
statewide annual SAR reports are available for 2002 up to
2005; the 2005 annual report is loaded with intelligence
of direct relevance to anyone who is planning to develop a
new SAR resource in Oregon. Per county, there are details
of the subject(s): how many, doing what when lost/injured;
how many missions and what kind of mission (land search,
water search, rescue, civic, training); what kinds of
resources used; and how many manhours used per resource
kind. There also is a formal letter of agreement and an
MOU between Oregon and the Air Force Rescue Coordination
Center, which might be useful models. All this and more

Even if you are not in Oregon, if you are in the process
of developing a proposal to your AHJ(s), this site may be
helpful. Getting a handle on such information for your
own area gives you a place to start when asking questions
to identify unmet needs of your AHJ.
