The "bible" for search varies but often mentioned are: Managing the Search
Function (NASAR); Managing Search Operations (ERI), Managing the Lost Person
Incident (NASAR), and the original behavior studies by Syrotuck(?). There is
also a CD and video by a Canadian company that uses the RCMP. These are for
lost persons in a wilderness setting and are based upon National Park
Service experiences and similar efforts.

The biggest problem is that missing people are just that, missing. Except
for witnessed or forensic determination of foul play an adult can go AWOL
anytime, and a unless the person is under 14 years old or in some protective
arrangement no special effort is required by law.
