I generally transplant beets at 2 1/2 weeks.  I use 4" pots.  Most of my beets are Red Ace, but I also have grown Touchstone and Chioggia Guardsmark in paperpots.  I have not had problems with multiple beets germinating from individual seeds.

We have found the paper pot system wonderful for lettuce. Even if soil
conditions do not allow effective use of the transplanter itself, it is
simple to make a furrow with a hoe, unravel the chain, and drop it in. We
transplant a flat of lettuce (264 cells) this way in less than 1/2 hour -
way better than by hand.
