This sounds like a totally misinformed agent or someone with a bone up his *****.
There are numerous manufacturers who are pre-approved sources by the NRCS.
My situation was the same as a half dozen locals I know. UP TO 2178 sq. ft. That is National number.
I believe states have different $ per sq. ft. Some have gotten expensive rolling houses and paid the difference themselves.
I called FarmTek and they jumped right to it. When I told the salesman I had been approved by the NRCS he said "If you send me a copy of your acceptance letter I will give you 90 days same as cash with no money down."
I got a 72x30 with roll up sides and zippered ends and put it up my self in 3 weeks. My agent came out  to inspect the finished product and I had the $ in about 3 weeks. I've heard some differnt stories but it was simple in my case.
It was figured by the exact sq. footage of my house x the state sq. ft price. 
72x30 is 2160 x 3.18 per which is Georgia's  per sq. ft. allowance. I got a check for $6868.
This should have covered labor for assembly.
My house was $5109 delivered and the balance went in my bank because I built the thing. Truly an unbelievable deal

Thank you to those with experience.  This is New York, but I assume this is a national rule.
