They do make on demand propane water heaters that are for outside intallation that are designed not to freeze. They are more expesive, but cheaper than replacing a frozen one,

We have an on-demand heater for our house.  The one golden rule for on-demand heaters is that they never, ever, EVER, can be allowed to freeze.  Since the water is only heated while the water is flowing through the heater (and sometimes not even then depending on your system), the unit is at risk of freezeup if left in unheated spaces during winter.  Your pex tubing under the benches wouldn't be damaged by a freeze, but the copper tubing in the Bosch would definitely object.  A single hard freeze overnight could ruin the whole thing, or be prohibitively costly to fix.  Also, depending on their venting requirements, they are hard to insulate adequately enough to protect against freezeup in otherwise unheated spaces.  If there's any chance your greenhouse space could go below freezing, either now or during a slow period when the greenhouse is not in use, I'd look for another option.
