This list, and MANY others, is run by mailman:

It can easily be configured for "announce", one way newsletters.

There are a number of web based mail list managers:
http://dadamailproject.com/
http://www.phplist.com/
are two.

Your web hosting service is likely to offer some or all of the above.
And others. Dreamhost offers mailman:
http://www.dreamhost.com/

Here is a commercial mail list service in case you do not use a
hosting service:
http://www.ismax.com/
