Paul,

Soil moisture will be perhaps the more critical factor in establishing a
good stand of white clover (as opposed to frosty nights) for a living
mulch. From a subsequent email, you've indicated you had plenty of
snowfall this winter so that should work in your favor. Clover
germinates best when planted shallow (1/4 to 1/2 inch in medium/heavier
soils; a bit deeper in sand). A firm seed bed helps. But white clover
grows quite slowly at first so it may take quite a while to establish
the living mulch you desire. In the future you might try establishing
the living mulch the previous fall and then tilling strips to transplant
into.
