I should have commented earlier that Septoria and early blight are 2
different diseases, though they cause similar damage to tomatoes about the
same time of the year. Varieties like Plum Dandy that are early blight
tolerant are not septoria tolerant, though the improved health from lack of
early blight infection may reduce septoria potential.

Rotation is good, as is reducing residue through plowing, composting, etc.
However, keep in mind that the disease travels airborne as a spore and can
be introduced from other areas. In other words, it's simply not possible to
eliminate disease potential for septoria in tomatoes, only reduce it. Others
have offered some good suggestions. Tunnels actually help by eliminating
leaf wetness. Dry leaves won't catch the disease.
