SBIR/STTR NEWS AND INFORMATION

-- DOD SBIR 00.2 to be released May 1

The following announcement regarding the May 1 release of the Department of
Defense SBIR 00.2 solicitation was printed in the Commerce Business Daily
on April 20, 2000:

Small high-technology firms are encouraged to submit proposals to DoD for
R&D projects with both military and commercial applications in response to
SBIR solicitation 00.2, which will be publicly released on the DoD SBIR Web
Site (http://www.acq.osd.mil/sadbu/sbir) on May 1, 2000. DoD will begin
accepting proposals in response to this solicitation on July 3, 2000.

Five DoD components will participate in the 00.2 solicitation - the
Departments of the Army and Navy, the Defense Advanced Research Projects
Agency (DARPA), the Office of the Secretary of Defense (OSD), and the U.S.
Special Operations Command (SOCOM). The solicitation will list all the R&D
topics under which DoD is seeking proposals, and will also contain detailed
information on the parameters of the SBIR program and how to submit a
proposal.

Small firms apply first for a six-month phase I award of $60,000 to
$100,000 to test the scientific, technical, and commercial merit of a
particular concept. Proposals are limited to 25 pages in length. If phase
I proves successful, the firm may be invited to apply for a two-year phase
II award of $500,000 to $750,000 to further develop the concept, usually to
the prototype stage.

On May 1, 2000, DoD will also publicly release on the DoD SBIR Web Site
(http://www.acq.osd.mil/sadbu/sbir) the names of the SBIR solicitation
topic authors and their phone numbers. This will give small companies an
opportunity to ask technical questions about specific solicitation topics
by telephone before they submit a proposal. Once DoD begins accepting
proposals on July 3, such telephone questions will no longer be accepted.

Phase I proposals are to be submitted to the addressees designated in the
solicitation, and must arrive no later than 3:00 P.M. local time, at the
addressee's organization, on August 16, 2000. A hard copy of the
solicitation will be mailed automatically to all firms registered with SBIR
Support Services as of May 1, 2000. To register, call SBIR Support
Services at 800-382-4634. Hard copies and/or electronic copies of the
solicitation will also be available from SBIR Support Services
(800-382-4634) after May 1.


-- NASA web site redesign and STTR reminder

The NASA SBIR/STTR web site at http://sbir.nasa.gov/ has been redesigned.
The bulk of the information is the same, although it does include the
recently released SBIR Phase I solicitation, and a reminder that proposals
for the STTR 2000 Phase I Solicitation are due May 10, 2000.

Initiative Newsletter. It provides a useful summary of the differences
between the SBIR and STTR Programs. For more information regarding the

3.0 SBIR OR STTR PROPOSAL???

Several queries have been received recently about the relative merits of
submitting a STTR proposal versus a SBIR proposal. Some comments and data
are presented below that may be helpful to small businesses in selecting
the best avenue to pursue.

Three of the five "STTR Agencies" (DOE, NIH and NSF) now have identical
closing dates and topics for their SBIR and STTR solicitations. The other
two agencies (DOD and NASA) issue STTR solicitations, topics and dates
separate from those for their SBIR solicitations.

A primary difference between the SBIR and STTR Programs is the amount of
work that can be performed by a partner. The STTR program mandates that a
qualifying research partner must perform at least 30% of the work, and that
the proposing small business perform at least 40% of the work, in both
Phase 1 and Phase 2. The remaining 30% may be allocated to either the
research institution, proposing small business, or to a third party. The
SBIR Program allows a partner to perform up to 33% of the work in Phase 1
and up to 50% of the work in Phase 2.

Another difference between the SBIR Program and some of the STTR Programs
is the requirements for the Principal Investigator (PI). All 10 SBIR
Programs require that the primary place of employment of the PI be at the
proposing small business during the period of the proposed Phase 1 or Phase
2 project. Two of the "STTR Agencies" (NSF and DOE) also require that PI
have his/her principal place of employment at the proposing small business
during the STTR project. The other three "STTR Agencies" (NASA, NIH, and
DOD) allow the PI to be primarily employed either by the proposing small
business or by the research partner.

However, the NASA, NIH and DOD solicitations do levy requirements on the
relationship between the small business and the research partner. The NIH
SBIR/STTR states in part that " The Principal Investigator must have a
formal appointment with or commitment to the applicant small business
concern, which is characterized by an official relationship between the
small business concern and that individual." The NASA STTR solicitation
states that " If the PI is not an employee of the small business concern
(SBC), the offeror must describe the management process in the proposal to
ensure SBC control of the project." The DOD STTR solicitation states that
"… the small business concern must have at least one employee in a
management position whose primary employment is with the small business and
who is not also employed by the research institution."

STTR budgets are about one-tenth the size of the SBIR budgets at agencies
that have both Programs. While the award/proposal ratios for SBIR and STTR
Programs are roughly the same, there are significant differences between
the two programs at specific agencies (e.g., NASA), and among the five STTR
Programs.

The data below present award/proposal numbers (and awards as a percent of
proposals) for the FY 1999 Phase 1 competition at each of the "STTR
Agencies" for both the SBIR and STTR Programs. The data is taken from our
database collected from SBIR/STTR agency personnel and websites.

-- National SBIR Conference Announcement

The next National SBIR Conference will take place on May 5-7 in Arlington,

SBIR Proposal Writing Workshop, Hammond, Louisiana, May 18, 2000. This
workshop will provide an overview of the SBIR program as well as provide

Phase I Proposal Preparation Workshop, Ames, Iowa, May 18, 2000. The focus
of this workshop will be a simple four-step process for developing a
