I love that argument: US broadband adoption rates trails that of Japan and Korea.

Duh.

Outside plant is a totally different animal in Japan and Korea as it is in the United States.  They are both much smaller geographics areas with, especially in the case of South Korea, highly concentrated populations in small pockets of an already small country.

Apples and oranges.
