I think X-10 would be adequate for that. It could be cobbled together by a
resourceful person for little money if you have an old tv monitor on hand.
One thing to consider- harbor freight offers a wired underwater camera and
monitor system complete with a carrying case and 75 ft of cable, a b/w
monitor and a 12v lead/acid battery for 99.00. That may be the cheapest
solution when all is said and done, even though it is wired.

I'll find the 99.00 item number in a catalogue at home tonight if you can't
find it online. (I use this camera fishing, etc, and it performs as
advertised).
