I really can't say. If you're doing some long term planning, September
would be a safe bet. I'm hoping for much sooner, but stability is
paramount.

The FreeTDS release cycle is a little different from some others and goes
about like this:

0. Release N-1.
1. Rest.
2. Add features to N.
[... time passes ...]
3. Learn of N-1 bugs or perhaps new N bugs.
4. Fix bugs. Backport to N-1 if possible. 
5. Decide on feature set for N.
6. Begin recommending snapshot because N has new/corrected features.
7. People start using the snapshot, find bugs.
8. Fix N bugs.
9. Go to 6 until no bugs in 8.
10. Update documentation.
11. Request further testing. Go to 6 if necessary.
12. Announce release N.
13. Yield to real life demands, everyone waits.
14. N++; Goto 0.

I think we're on step 7.
