Upgrading from 0.60 to 0.61 fixed a very similar problem for me, though that was via ODBC. I was expecting the date to come back in odbc date format, but got the same format as you have below.

The format above is, oddly, not parseable by strtotime.
And here's the contents of my locales.conf:
[default]
date format = %Y-%m-%d %H:%M:%S.%z

[en_US]
date format = %Y-%m-%d %H:%M:%S.%z
language = us_english
char set = iso_1

What in the world is wrong here?
