Who would stack them wet??   Oh, wait... that might have been us at Comet.  SORRY, TOM!

Does the plastic respond to temperature much?  If so, perhaps ice water in the inner bucket, drop the outer bucket in hot water, and somehow pull them apart.  Not very low energy solution, I realize.

Another consumptive solution... air compressor?  If you have one handy, blowing directly at the seem might force a gap which could send air down the side to the bottom cavity between the buckets pushing them apart.   Note, it's possible that the buckets were stacked in the sun or otherwise higher temperatures, and the cooling process formed a negative pressure pocket between the buckets tightening the seal between them.

Ah!  Possible low-impact solution!  If the negative pressure pocket theory is true, then heating up the buckets would reverse it?   Perhaps in the sun or a sunroom or near a woodstove?   Hm... even if the bucket pocket is at standard 1atm pressure, heating them up should still create a positive pressure that would help push them apart.

I banging can work. If the bucket has a handle, the metal or plastic kind that hinges back and forth, putting the stuck buckets upside down and stepping on the handle of the bottom one while pulling the top ones works well. 

Avoiding stacking them when they are wet is also good to do when possible.
