Isn't Steve Black's historical assumption wrong here? It was my understanding that Roman emperors were deified after their deaths, not during their lifetimes. Is this incorrect?

I think that depends upon the Emperor.  If memory serves, both Caligula and Nero had themselves deified while alive,  but "the Divine Julius" and "the Deified Augustus" were done posthumously.
