Luke 10:7 is paralleled by Matthew 10:10. In other words, this text
belongs to the hypothetical Q source. Usually Luke's version is treated as
earlier and more authentic to Q. If you believe Luke 1:1 that there were
many gospels circulating among the churches, then this quote could have come
from any one of them. As 1 Tim 5:18 appeals to Scripture (graphe), I don't
think an oral tradition is implied.
