Standards, particularly in their youth, change. Indeed as Danyl
points out, CC licenses are up to version 4.0 in a little over 10
years. Thus some change is to be expected, and has already happened.
In that regard, changing only the name of a licence would be one of
the most trivial alterations.

The transition from one phrase to another need not be sudden or
disruptive, the underlying licence isn't affected, and there is plenty
of time to notify everyone that the licence formerly known as
‘non-commercial’ will be renamed ‘commercial rights reserved.’

There will be some confusion, but that concern would be predicated on
the idea that there isn't confusion already, and NC has, in my
experience, been a bugbear even for very experienced people to
comprehend.

Finally I think its a little early in the game for CC to become hide
bound and allow the dead hand of early decisions rule its future.
Hell, we're young and flexible... at least the organisation is.
