Perhaps to accomplish this objective it would be enough for BY-SA to allow
for
combined works with parts GPL and parts BY-SA.

The GPL would then need to do the same and in such a way that you could not
put code under BY-SA and keep it hidden. Or perhaps BY-SA could add a source
requirement in this small area only?
