Yes, that's a possibility. Unlikely, but possible.

The "or any later version" situation is a grave one for us, and I'm
trying to figure out what we can do about it. I think it's just going
to have to be a situation where we have multiply licensed articles --
new articles going to the 1.1, and older articles going to 1.0, with
the option for users to go in and "re-license" the software.

It's going to be an ongoing struggle. I'm not happy about it, but
frankly, by-sa 1.0 meets 99% of our needs, with the last 1% being
the need to allay the fears of GFDL-obsessed detractors.
