That's true. NHK Japan had launched a "NHK Creative Library" website on Oct 31, one month after RTHK launched the RTHK Creative Archive site on Sept 30.
Although apparently NHK has not adpoted the CC terms yet, they do seem to have a committed plan to offer free content for public use, with 3000 video clips expected to be uploaded by the end of this year.

Japan’s public broadcaster NHK today launched a ‘NHK Creative Library’ on its website, offering users selected content for free.

Internet users can access the NHK Creative Library to download video and audio clips of nature and animals which have been selected from NHK’s video archives.

The clips are free to use provided they are credited and it is for a non-profit purpose.

NHK said 3,000 thousand video clips are expected to be uploaded by the end of 2009.

The new service aims to share NHK’s content with its viewers, and through this provide a platform to raise creativity and visual information literacy among the public and teenagers towards awareness on copyright.

Currently the content offered is in Japanese only. To view content available for download, go to http://www.nhk.or.jp/creative/index.html

Quoting Henry Oh <henryoh AT gmail.com>:

Hi all. I've just returned from Tokyo where I had the good fortune of
spending some time with Chiaki, CC's Asia Projects Coordinator.

This topic seems very timely as one of the things we discussed was
information sharing between CC communities in Asia.

Chiaki was nice enough to invite me to a press preview at the Mori Art
Museum, where she introduced me to the museum's Director, Nanjo-san, and its
Chief Curator. As some of you may know, the Mori museum has been very
creative in its use of CC. They used it for the Ai Weiwei (艾未未)
exhibition and their new Medicine and Art exhibition (which is pretty
interesting, see more at
http://www.moriart.org/english/contents/medicine/index.html) uses it as
well.

I would love to see if we can organize something like this in HK with one of
the museums here. The people at the Mori are open to collaborating with a
museum here and sharing their experiences (both good and bad) at how using
CC affected their revenue as well as other practical considerations.

Also, the NHK in Japan is considering the use of CC as well and it would be
interesting share information about how CC-HK's experience with RTHK could
be used by the CC community in Japan in their efforts to get NHK to use CC.

I'll try to make it to the meeting tomorrow if anyone wants to discuss
further.

Cheers,
Henry

*Upload! 'Creative Commons': Opportunities for Public Life, Work and Play
in
Hong Kong 3.0 *

*Speaker:* Mr. Pindar Wong, Co-Public Lead of Creative Commons Hong Kong
*Date:* Monday, November 30, 2009
*Time:* 4:30 - 6:00 p.m.
*Venue:* T5 Meng Wah Complex, The University of Hong Kong<
http://www.hku.hk>

Local Internet pioneer and entrepreneur Pindar Wong discusses the
challenges, opportunities and responsibilities facing Hong Kong's first
digital generation. The talk will focus on 'Creative
Commons'<http://creativecommons.org/>,
a progressive copyright system that allows to share, remix, reuse and
upload
digital materials -- legally. How can 'Creative Commons' create new
commercial and cultural opportunities by changing our copyright culture
from 'No you can't' to 'Yes you Can!'? How can 'Creative Commons' be
used
to open up access to our cultural archives such as those held by public
service broadcasters like RTHK?

Mr. Pindar Wong is the past Chairman of the Asia and Pacific Internet
Association; the Executive Committee Chairman of the Asia Pacific
Regional
Internet Conference on Operational Technologies; Advisor to the Asia
Pacific
Networking Group; and international advisory board member of the UNDP's
Asia-Pacific Development Information Programme. He is also the Chairman
of
VeriFi (Hong Kong) Ltd., an Internet infrastructure consultancy, and
Co-Public Lead of Creative Commons Hong Kong. Previously he co-founded
Hong
Kong's first licensed ISP in 1993, was the alternate chair of Asia
Pacific
Network Information Centre, and was appointed by the Internet
Architecture
Board to the Policy Oversight Committee. He served as the first Vice
Chairman of ICANN's Board of Directors in 1999, was elected to the Board
of
Trustees of the Internet Society (2003), and served on the Board of the
Public Interest Registry (2006). Prior to his involvement in pioneering
commercial Internet services, he was a doctoral candidate and Sir Edward
Youde research fellow at the Hong Kong University of Science and
Technology.
Before gaining his doctoral fellowship, Mr. Wong was briefly a banker
after
graduating with first class honors in computing science from Imperial
College London.

This event will be offered in the framework of the MJ course "Critical
Issues in Journalism and Global Communications".

Admission is free, all are welcome.
