Let me try to respond to this substantively later today.

In the meantime I would say ....

1) Consul With Liberal Studies Teachers in addition to University Staff

Consulting with University teaching staff is helpful, but my sense is
that consulting with senior secondary teaching staff, who are faced
with the daunting task of deploying the New HKDSE, would lead to more
direct and visible benefit to HK.

Specifically consult with those teachers charged with deploying
'Liberal Studies' -- a corner stone of the new curriculum and, reading
recent press, looking rather wobbly.

2) Baby Steps:

It would be a big move for any institution to put a substantial part
of its intellectual property on the Internet. RTHK * already* does so
on the web and CCHK now provides an excellent legal means for RTHK to
grow and move forward. That said, I think it would be prudent to start
with 'baby steps' and start with content where there is a clear and
immediate need for material to be licenced under CCHK.

3) Start with Selecting RTHK Material that will help with the
deployment of the 1st Term (Sept 2009-Dec) of 'Liberal Studies'
(which is now one of the 4 CORE subjects to be studied in senior
secondary school)

4) Specifically RTHK could look at contributing material to support

Liberal Studies 'M2: Hong Kong Today'

e.g. providing examples of is numerous current affairs/calling/talk
back programs which explore 'both sides' of an issue.

5) RTHK material is part of our cultural heritage, so try to convince
them to keep there material online for more than their existing 2
years would be a very positive step.
