Thanks Kenneth that's great if you could reach out to these groups.

I have renamed this thread and have also started a list on the Outreach page of our wiki:
http://cchk.wetpaint.com/page/Outreach

Please add groups, individuals, departments, and officials who should be targets of outreach. We should also include who has volunteered to reach out to those people.

Charles do you think you could help with outreach on the government side?

I will take a crack on this by forwarding the draft to the IP lawyers I know.  As most of them are from the big firms, not sure if they have time or patience to work on this.  But I will try.  Also, I could notify the staff of HK Lawyer and Managing of IP magazines of the draft.
