The main challenge to automating is where to get the metrics from. Do we know anybody in bibliometrics? This would be a great question....

Many fields publish "top cited" lists -- for instance high energy physics

Some general academic search engines also calculate the top cited lists per discipline, e.g. Microsoft Academic Search:

As to the "top 100 papers" collection: the best thing to do is come up with an automatable metric and generate the top 100 by some simple (if naive) criterion.  That tends to be a strong motivator for people to work on one of the redlinks.  Waiting for people to pick out their own top 10 makes it too difficult to get started.
