May I add (or subtract?) that pyrus is among the easiest species to graft and therefore not too surprising that it grafts even after slight bud break. I knew a lady who cut a large cutting (with branches) from an Orient pear tree 1 Summer and stuck it in the ground and rooted it! Pear is tough!
I personally wouldn't suggest grafting harder to graft species with buds breaking at all.
