Times of a $5 bale of hay are gone around here. Sometimes, pardon the French, but "shit" happens and yu hit a hard spot. I don't agree with a hay stamp tax, but, I believe that there should be some sort of local yokal (community taking care of community) emergency hay fund (NOT for those with big barns and lots of horses and income over a certain amount). This Feed Fund should go to the average person during a drought, or illness, injury, divorce, etc, in family that has caused temporary hardships, and as long as they have proved that they have sold and/or done everything they could they they should be alloted hay and/or grain and a reduced discount and/or free according to their income level at that time.
WIC for horses? Food Stamps for horses? Free Lunch for horses?

Such a program needs funding and I do not want (nor am I willing) to pay to feed someone else's horse, or any other type animal for that fact. If a person needs the aide of a haystamp program, then it is almost certain that neglect is occurring in other areas are present, such as vet and farrier care. If a person is facing hard times and can not pay for a $5 dollar bale of hay then it is impossible for them to pay for a $200.00 dollar equine medical bill, since finances in other areas of day to day living expenses are surely impacted during hard times too. During hard
times (regardless of the reason) any livestock business plan will recommend to owners to reduce the herd . There is much more to equine ownership than being able to afford the purchase of hay and having the ability to provide quality care must be paramount. A caring responsible horse owner should know when it is time to find a loving new home for the animals they can longer afford to maintain and keep. Experiencing hard times is becoming more and more common within the USA and is something that all pet owners need to consider should it happen to them.
