I am in SE PA. First Responder (oxygen module optional) is now taught by the
Red Cross, as is a 16 hour wilderness first aid course. I am certified to
teach both (and update my CPR-Pro/AED instructor on the 17th). The EMS
regions for the most part have stopped teaching first responder at their
training facilities and now sanction only EMT and Paramedic. What you have
to determine is how long it will take to get the subject out and by what
method. If things are really bad and the terrain really difficult we have,
besides 5 civilian helicopters, an Army Reserve medical unit, Air Guard, and
several Coast Guard air stations within a hour flight time.
By the way I keep my stuff in plastic bags in Cordura saddle bags, two sides
and a cantle bag set up as a unit, water bottle holders on the pommel. The
side carriers are a little thinner than usual and have zippered closures.
