yup, it was a request, she is registered, and there is a box to check
if you are requesting a ballot for another person who cannot do so
on there own, no reason necessary. I also heard a radio ad today that says
"In Georgia, a picture ID is required to vote, if you do not have one, a
state voter ID
is provided free of charge. You do not need identification if you prefer to
vote
by mail"

and signature against the original registration. If the information
doesn't match, they don't send a ballot.
