promises he wants, and knows that it will amount to nothing and he will look

The failure to plan for the future rests squarely with boards of
directors. The "plan" can only be to exert governmental controls, such
as required fleet average fuel mileage. That requires more than a
president who with his advisors sees the right thing; it requires a DC
