Don't believe in folks who wander around writing papers and expounding on
theories.
So, I'll take Ken Blackman <g> Y'all won't find any books written by him.
You won't find him listed in any magazine about the economy. In fact, you
just plain won't find him anywhere.
Some might have called him a dictator. <g>
Ken Blackman was the City Manager for the City of Santa Rosa for decades.
Under his "rule," the city NEVER borrowed money, never operated in the red,
always had reserves. BIG reserves! Paid cash for all purchases including
million dollar ladder trucks, etc. He was brutal with contractors. They
either performed as stated in contracts or they had major penalties.
EVERYTHING bought was done by bid and those bids better have been damn close
to wholesale.
He weathered recessions and booms and the city budget never faultered. He
"saw" the writing on the wall each time and prepared and then acted.
AND, SR was the only city in California that could say that!
I want someone in the Oval Office or someone somewhere in the DC Whorehouse
that actually knows the nuts and bolts and lives in the real world, not some
ivory tower!
