No. Well, maybe. One of the better plans I have heard about gives the
convicted non-violent criminal a choice of going to prison or working
a provided job and having tight parole supervision AND paying
restitution to those injured by the criminal act. Saves we taxpayers
from having to support the criminal in prison and probably having to
support the family. I think I read this was being tried in the Chicago
area.
I think the War on Drugs is a war on free choice. Imagine the price of
beer if it was illegal.
