Living on the coast the differences were more sutle. Things like a lack of
fog. Back in the dark ages we had fog so thick you couldn't drive in it at
all and we had, guaranteed, snow every 9 to 10 years. Not just dust that
lasted for an hour but enough snow for all the kids to play in all day and
build snowmen and use garbage can lids as toboggans.
Up here in the little mountains you can really see a difference. It is a
rare winter when anyone needs chains who isn't actually in the Alps section.
We don't even need them to get out our road and it's dirt and isn't plowed.
Years ago you could count on being snowed in for 2 to 3 weeks at a time on
and off all winter. Again, unless you are up in the Alps section, you might
get snowed in for a day but that's it.
It is kinda traditional up here to get snow on Thanksgiving day. Not this
year. I think we've only had sitting snow for a total of 3 days.

More than likely yes. Look at the changes in hardiness zones.
