It contains a concise summary of the book, of which I think there is now a fresh new edition: ניסן בצר הנקוד הלכה למעשה הוצאת מסדה 1976 The technique requires the partition of a word into, "open" and "closed" syllables, stressed and unstressed. Since the syllable is ill defined, the technique is of only limited value. The only sure thing is to look up Dr Barkaly's tables that list all inflections and declensions of every Hebrew noun and verb, including extensive comments on variants.
