There is no reason whatsoever for you to be confused; the situation is very clear: The only "rule" of punctuation is to punctuate according to the tables ––– the rest is פיטפוטי סרק You will NEVER punctuate "correctly" using any other rule. There are, of course, automatic punctuators such as NAQDAN (I have one, but have not used it in a long long time), but they are also only so-so. If you need to punctuate Hebrew text, the tables by Dr Barkaly is a must. They are not expensive, if you can find them.
