Actually, any "plain-text" editor in modern linux distributions
use utf-8 by default.
If You use Windows, I'd recommend to use some programmers'
editor (e.g. something like Bluefish, http://bluefish.openoffice.nl/download.html,
or similar) for editing HTML.
It's much better to see what HTML code actually is there, then
just let some WYSIWYG generate complicated HTML blob, that doesn't
work well on every browser...
