HaR:PuW is the Hiphil Imperative of root RPH, so it has the Ha prefix
of the Hiphil conjugation. (Verse 11 in the BH).
"Be still" is adequate; in the Hiphil it means to let go, or to drop, or
to relax (see Strong again).
Artur Weiser in his commentary suggests "Leave off [from waging war]".
