The UNSECURE file would add additional complexity. Instead of a one line
comparison sorcery now depends on the correctness and format of a file. Also,
if
you plan to remove lines periodically the requirement to update is lost for
the
user who missed the window. Keeping SECURITY_PATCH in DETAILS ensures that the
update requirement is never lost and does so more efficiently, both for spell
updating and in sorcery. Sorry if Im just being dense but I cannot tell what
the
UNSECURE method buys us exactly.

The SECURITY file is a warning thats dumped to the user when they cast a spell
alerting them to potential issues with that spell. Sendmail has one for
example.
