I use long-term kernels, and so do the official ISOs (official ISOs will
*only* ever use long-term kernels; non-official ISOs can use whatever
they want of course). Personally I don't use the linux spell to manage
my kernels. However, even if I did, I don't update my kernels that
often, and when I do it's usually because I have a good reason (security
issue, support for a device that was missing before, big bugfixes, or
similar). Many more users/admins will update their higher-level apps far
more than they will their kernel.

Also, one other point to bear in mind is that how frequently a spell
gets updated is not an indication of who is using it or how many people
are using it. That will only tell you how many people are updating the
spell. Even if a spell has 0 users, someone may still update it
habitually, in addition to the possibility of having many users but
never getting updated. Perhaps a better measure would simply be to ask
everyone if they are using it.
