So what I am asking for is this:
* How can I make the system unmount the shares correctly at shutdown?
Or, how can I make the CIFS shares unmount before the network is
shut down (if applicable)

I'm not sure how you've set things up, but this is the job of the
mountnetwork init script - to mount and unmount network shares.

* How to allow users other than root to use the mount.cifs command

1) set mount.cifs SUID
2) add fstab entries for your shares with the users option
