The spell for jasper (a free JPEG-2000 implementation) is in z-rejected. The
rejected message claims this:

Restrictions due to jpeg-2000 patents - check
http://www.ece.uvic.ca/~mdadams/jasper/LICENSE

Am I missing something here because I can't see anything about patent issues
in that document? It looks like a BSD-style license. Also the project page
[0] only mentions "JPEG-2000 Part-1 standard (i.e., ISO/IEC 15444-1)", which
I believe isn't a reference to a patent. Also Debian's jasper package is in
the main section [1], not in non-free.

So is there a valid case here for keeping jasper in z-rejected? Kdelibs can
use it, and I wouldn't want to cross-reference z-rejected.
