Please create a bug if possible. Something like "PCRE required by PHP to install PEAR library". Lots of P-acronyms :-). Assigned to myself.
Thanks!

php requires pcre. It's an optional dependency at the moment.

So when I first installed php, pcre wasn't installed and the question
for the pcre dependency defaulted to "no".

So I installed pcre and recast php, this time the pcre dependency
defaulted to "yes", I changed this to "no" and it failed.

So I recast php with the pcre dependency set to "yes" and all is OK.

Sergey, do you still want me to submit a bug report or will you make the
change.

Cheers for the help, Duane.
