This is a bog plant, perennial and grows in ground that is always wet but
well drained, i.e. near an outdoor water faucet.

I posted an ID request in another list and finally someone nailed it.
I would rate it at about one thousandth the invasiveness of redroot
pigweed, pennsylvania smartweed, ryegrass for example. It is slow to grow
and spread. I just have two clumps and, after reaching full height at
maturity, it stays the same year to year and I haven't seen any seedlings.

I saw another sedge along my driveway near a wet area and it had the multi
leaf (pointing, in a V shaped cluster of leaves, upward) sheath with stems
terminating in a brown spiked flower(?)
I realized that the mystery plant had this same leaf system so concluded
that it might be another sedge.
It is wooly sedge, or cotton sedge (the fluffy seedheads are like little
cotton balls) Is it commn in US Southeast?

And a positive ID on the foliage (woolgrass):

Mine looks exactly like the plants in the images Google provided.
